I would like to share my experience with you.  I went to Penang Island. I would like to give some basic needed information who is travelling to Malaysia first time. Thailand is very near to Malaysia, so you can plan the trip to Thailand as well if you want to go. You can travel to Malaysia by Road. You can avail the on the spot tourist visa only at a cost of around 20 RM.

My Journey:

I travelled from India to Malaysia. I went to Malaysia via Dragon Airlines. As the direct flight to Penang was not available, I travelled via Hong Kong. But you can go via Kula Lumpur, or Bangkok or Singapore as well to reduce the price.
Travel Cost: 40000 Rs - INR
If you travel in Malaysia or Airasia then it will cost you very less approximately around 15000 Rs only.
Penang Airport to Hotel:
You can avail the prepaid taxi just outside the airport.
